We are searching for a Water Quality Data Team Manager with a passion for data, enthusiasm for innovative IT solutions and drive to work in an organisation serving the public, to manage our small Data Team at the Drinking Water Inspectorate (DWI).

The DWI is one of three independent regulators of the water industry in England and Wales. Our primary role is to regulate water companies to provide water that is safe and acceptable to consumers. We are a well-respected and influential organisation, acting on behalf of the Secretary of State for Environment, Food and Rural Affairs (Defra) to exercise our legal powers under the Water Industry Act 1991. We are based in London, but homeworking and flexible arrangements are possible subject to agreement.

In carrying out our duties we receive a large amount of data from English and Welsh water companies and Local Authorities. The jobholder would report to a Principal Inspector and would manage a small, busy team of three Water Quality Data Officers to provide technical, business and data processing support to approximately 49 staff. The Water Quality Data Team operates DWI’s bespoke data systems to extract data from various databases. The jobholder would also develop new and innovative solutions to make better use of the tens of millions of lines of data that we hold.

There are a number of exciting opportunities on the horizon to develop our IT capability and transform the way we receive and use data to become more open and effective regulators; the jobholder would be central to this work.

Training in all aspects of DWI’s work will be provided. There will be opportunities to gain experience and to develop your specific areas of expertise.

Specific responsibilities include:

  1. Day-to-day management of the Water Quality Data Team to:
  • check and process regular data returns submitted to the Inspectorate (both from water companies and local authorities)
  • liaise with Inspectors and water company data staff to resolve data issues
  • meet Key Performance Indicator dates for the loading of data into the Inspectorate’s data systems
  • provide maps and data reports for Drinking Water Inspectors, to assist with assessment of drinking water issues
  • query and exploit data in response to ad-hoc drinking water related data enquiries, including Freedom of Information, Environmental Information and Defra requests
  • preparation of regular data summary reports and analysis as required by DWI Inspectors or feedback to water companies
  • preparation of tables, charts and maps for inclusion in the annual and quarterly ‘Chief Inspector’s Report’
  • Assisting with the development of the Inspectorate’s database systems and liaison with Inspectors and IBM for the detailed specification of enhancements
  • Assisting with updates of the DWI website
  1. Performance manage the Water Quality Data Officers to optimise collaboration, continual professional development and completion of tasks and objectives to agreed timescales.
  2. Project manage improvements and new solutions for the DWI’s database application using an agile framework.
  3. Assist the Principal Inspector to identify and develop new IT solutions and ways of working to facilitate better and more efficient use of data.

We are seeking candidates with the following skills:

  • proven track record of working with large data sets
  • ability to manage and lead a team of Water Quality Data Officers
  • good numeric and accuracy skills
  • attention to detail
  • analytical/scientific approach
  • interest and experience in maintaining high standards of data integrity and quality
  • a clear and demonstrable enthusiasm for managing data
  • experience of project delivery and project management under pressure
  • ability to work flexibly and as part of a team
  • excellent IT skills, particularly MS Office software, including SharePoint
  • well organised, able to document well written procedures
  • appreciation of the General Data Protection Regulation (GDPR)
  • able to effectively communicate technical information to all key stakeholders, including water company staff and DWI staff.
  • previous management experience, particularly in a data driven environment
  • experience of working in a regulatory environment and dealing directly with external stakeholders
  • working knowledge of SQL table structure and querying, and/or basic html coding
  • a basic appreciation of data architecture and data modelling
  • experience in using Microsoft Power BI and advanced use of Excel
  • experience working with Geographical Information Systems (GIS) or working in an area which deals with spatial information
  • an understanding of the water industry, drinking water quality and associated regulations and legislation
  • basic finance/budgeting experience.
