The Ohio Department of Health (ODH), Bureau of Health Preparedness (BHP) is seeking a Planner 3 to oversee the Operational Planning Unit (OPU) Program. The Planner 3 will review all Public Health Emergency Preparedness (PHEP) Core, Regional, Cities Readiness Initiative (CRI) and Hospital Preparedness Program (HPP). The Planner 3 will provide detailed review, and feedback on all Integrated Preparedness Plan (IPP) and After-Action Report/Improvement Plan (AAR/IP). Provide technical assistance, draft forms/templates/checklists, and create technical assistance webinars for subrecipient to exercise deliverables. The ideal candidate will have experience in developing and facilitating discussion-based and operations-based exercises, ability to perform data analysis, experience in developing after-action report and improvement plans. Writing emergency response plans, degree in Emergency Management, Public Health, Homeland Security is a plus. Must have strong communication and organizational skills. This position will require collaboration with internal and external stakeholders.

Hours/Work Schedule: Monday Friday 8 AM 5 PM

Primary Job Duties:

  • Acts as subject matter expertise and project coordinator to plan, coordinate, monitor, and evaluate assigned statewide preparedness programs and projects. Primary responsibility for incident response.
  • Conducts planning and assessment activities on emergency preparedness and response.
  • Supports development, exercising, and execution of the agency's emergency response plans.
  • Expert and planner for ODH's Operations Center, public health, and healthcare preparedness capabilities.  
  • During emergencies, staffs ODH's Operations Center and/or the State of Ohio Emergency Operations Center.
  • Provides technical assistance to hospitals, local health departments and offices/bureaus within ODH regarding all hazards planning (e.g., response to emergencies (e.g., chemical, biological, radiological, nuclear, environmental) in Ohio).
  • Engages local and state response partners during all phases of emergency management.

Additional Duties:

  • Develops evaluation and effectiveness measures, drafts after action reviews, improvement plans, exercise plans, and evaluations.
  • Develops reports regarding project status, funding and other issues influencing project outcomes.
  • Serves on preparedness advisory boards and committees.
  • Assists supervisor in preparing grants, contracts, reports, and plans.
  • Assists in preparing the sub-recipient requests for proposal (RFPs).
  • Requires travel.

Completion of undergraduate core program or 24 mos. exp. in assigned program area (e.g., engineering, landscape architecture, rehabilitation, mental health technology, transportation, physical, behavioral & social science, urban or community planning, natural resources, business or public administration);

9 mos. trg. or 9 mos. exp. in operational, mathematical, analytical or statistical research methods used in conducting & documenting research studies;


1 course or 3 mos. exp. in public relations;
 
1 course or 3 mos. exp. in budgeting;


1 course or 3 mos. exp. in technical writing or business communication;

6 mos. exp. as Planner 2, 85312, in assigned program area;

Equivalent of Minimum Class Qualifications For Employment noted above.
